Flooded London. Central district three metres under at high tide, the upper boroughs on cable lines, forty thousand people living on the water line. The Waterloo Interchange still trades twice a week, directly above the relay that three boroughs drink from. What I can confirm: the relay is running forty centimetres above tolerance and has not been assessed in three years. What I cannot confirm is who holds the spring-tide projections, or what they intend to do with them. Treat that gap as information. Every faction in this theatre is playing for the water; none of them will tell you so.

Begin with the city record in front of you. Follow the history to see how the water changed London, then open the Waterloo Interchange to understand what still keeps it running. For a human view, meet Deshi and read Below Line. If you want to take a team into the dark, the Play section leads to The Gargoyle Pull. You can return to the map whenever you are ready. The record will still be here.

Field record

London drowned. Central financial district is three meters under at high tide. What survives: the upper borough belt, the Eleventh Floor network where forty thousand people have built lives around the water line. The Waterloo Interchange remains — a twice-weekly barter market sitting directly above the water-allocation relay that three boroughs depend on.

The tidal pump relay beneath the Interchange runs 40cm above pre-Upheaval design tolerance. EO Station Alpha holds spring tide projection data showing catastrophic flooding in 14–18 months — and has not shared it. The Drowned Tube provides salvage routes through dark water.

Who is here

People

Adaeze Eze
person · character · as of 2060
Her connection to the relay sabotage is one of the four things operators must resolve in the final forty-eight hours of First Contact.
Bekele (Tidal Resistance command)
person · character
One third of the Resistance's three-way command split over whether to tell the ruins what is coming. Holds an NAF contact she can activate if command fractures.
Captain Seren Adeola
person · poi
COMMANDER · Flooded London. Runs elevated-district enforcement and has run seventeen unauthorized solo corridor operations she's never reported.
Celia Worth
person · poi
BROKER · Flooded London. The registry lists her as a dead professor. She finds this professionally convenient. Knows the submerged corridors better than anyone alive.
Clara James
person · character
Arrived in Southwark four years ago on a medical volunteer credential issued under the surname James. Lt. Sinclair has been trying to reach her for four years.
Commander Arkadi
person · character
Commands EO Station Alpha. Has carried the approved STRATEGIC VALUE recommendation for six months and looks like someone relieved to put it down. His last three reports have been shorter and less specific.
Commander Voss
person · character
Commands the Tower Quarter garrison. Filed Lt. Sinclair's KIA report in 2062 and, three months ago, sealed the archive's environmental section under an Infrastructure Assessment Quarantine. Declines to say why.
Covenant
person · character · as of 2060
Traveler crew member, nine years into tour of duty, applying for surface transfer. Has been in irregular text communication with an unknown surface contact through a side-channel in the ship's relay for eleven months.
Deshi
person · character
A small tidy man with a Tower Quarter maintenance credential he has polished for eight months. Prometheus League operative assembling the converter schematic; everything but the 2062 damage section.
Director Alistair Mhende
person · poi
OLIGARCH · Flooded London. Keeps 847 flood gates and 23 pumping stations running on a budget that shouldn't cover it, via a procurement system that wouldn't survive an audit.
Dr. Strand
person · character
Station Alpha researcher who knows the spring tide projection and the approved recommendation, and is one contact away from leaking both.
Duskline
person · character · as of 2060
First Contact campaign veteran, currently operating in Flooded London. Knows which of his campaign ops caused a civilian infrastructure breach that stayed offline eleven days past the mission timeline. The downstream count was real. He closed the report as directed.
Fenn
person · character · as of 2060
Holds the physical copy of the evidence operators need for the Free Zone Dispatch before the treaty vote.
Garrick
person · character
Last master of the Ferris Guild. Dying of the thing the Tube gives you, more honest than usual, and holding the map to a strongroom under the Waterloo Interchange.
Hara (Tidal Resistance command)
person · character
One third of the Resistance's three-way command split over whether to tell the ruins what is coming. One of the three commanders who have been unable to agree on the spring tide disclosure for two months.
Lt. Sinclair “Gargoyle”
person · character
Royal Phantom Corps. Wrote the 2062 Tower damage report, filed it in the archive himself, and was listed killed in action. Has lived in the Drowned Tube for four years reading the flood maps.
Mwangi
person · character
Boat crew on the Tide Roads. No motor. Reads the channels the way a diver reads rust, and runs divers out at the bottom of the year.
Noor
person · character
Prometheus League cell member in London. Like Deshi, cannot identify the third operative who is buying demolition equipment instead of converter components.
Osei (Tidal Resistance command)
person · character
One third of the Resistance's three-way command split over whether to tell the ruins what is coming. Tries to run operations without command consensus when the split widens, which the floor captains notice.

24-year-old carrying a classified data package in Flooded London. Son of a weapons designer. Has information three factions want and no clear understanding of its value.

Flooded London independent faction controlling tide forecasts from unknown data source. Twice-weekly market forecasts. Never incorrect.
Prometheus League
organization · network
Stole tech from every faction and redistributed it. 'Robin Hood with a data chip.' Its forged charter is now taught as real history in two academies.

organization · council
The civil authority of the boroughs on the relay. Nineteen years spent on the question of what is brewed four levels under the Interchange out of the relay's own reject line.

The Ferris Guild
organization · guild
The cable-runners' guild, back when the cable-runners still had a guild and a master meant something. Defunct. Its last master sold a dying man's map to the Waterloo strongroom.
The Tidal Authority
organization · program
Does not exist. Its law is preserved in sealed archives. Its 2049 sanitation contracts built the contamination-recovery stock still working the ruins, and its dead maintenance credentials are worn as relics.
Tidal Resistance
organization · resistance · as of 2060
NAF-aligned resistance in Flooded London ruins. Operating from Southwark Slab. Maintains de facto control of Waterloo Interchange market. Has identified one of two EO informants.

Lineages and wildlife

Aqua-Felis
