Membrane Array B-7 runs 22% over rated sediment tolerance. Chief Engineer Farrukh Tashkentov filed a classified report projecting failure within 14–20 months. The PCU approved strategic deferral on repairs rather than importing specialists. The report was suppressed. The water still looks clean.
