The LIC was the GCOA's most significant orbital installation, a helium-3 extraction facility on the lunar surface producing the cleanest fusion fuel available; every faction's long-term energy projection assumed it. The Sons of the Serpent destroyed it in 2104 to prove they could reach that far. Ninety-three percent of the staff survived the evacuation; seven percent are unaccounted for. Okafor sealed the Menagerie during Operation Lunar Twilight rather than evacuate what remained. Helium-3 production is at zero and will stay there for no less than fifteen years.
