Every city this size has a place where the informal economy socializes. The Tooth and Gear is Lost Angeles's version — technically a licensed entertainment venue, functionally a neutral exchange point for the heist-circuit, the fixers, and the information brokers who keep the lower-zone economy moving.
Neutral ground by longstanding tradition. Violence inside the Tooth and Gear is handled internally and permanently. Nobody who has broken the rule has done it twice.
