The Shrine District is where Herald culture is rooted — the site of the original 2042 detonations and the adaptation events that followed. Herald escort is required for any non-Herald entry. This is not a negotiable policy.
Desecration of the Shrine District has triggered two collective responses in the past twenty years, both disproportionate by outside standards.
