Five consecutive dry years put sub-Saharan agricultural losses at 35 percent. The PCU answered with the Saharan reclamation project: concentrated solar, wind management, moisture capture. It was presented as relief work. The greening zone it built runs two hundred kilometers south of the old desert line and answers to a PCU water authority today.
