The old Buenos Aires is not drowned — the estuary expanded with fifteen years of warning most coastal cities didn't get. New Buenos Aires rebuilt in phases up the highland escarpment, a city that had to rebuild itself without losing continuity of government, commerce, or identity. It succeeded.

The drowned city is visible in the shallow estuary water at low tide: old street grid laid at a forty-five degree angle to the new highland grid above it, as if the new city was turned to face a different direction on purpose.

The Compact's classified hydrological projection shows 40 years of viable aquifer reserve — not 80. Three assembly members are sitting on this number. The SCA delegation in town this week includes someone who may already know it.
