The planet broke. Six military superpowers carved up what was left. The map you learned in school is wrong. Climate collapse rearranged who controls what. Coastlines moved. Rivers dried. The nations that couldn't adapt were absorbed by the ones that could.
War never stopped — it just stopped being called war. No declarations. No front lines. Proxy conflicts, deniable operations, black-market bioweapons, and AI systems that shoot before they ask questions. Fresh water is the new oil. Energy follows water follows money. Brownouts are rationed by district.
The factions compete through their assets. Gene-forged operators — soldiers built from spliced animal genetics, commercial entertainment stock, bespoke oligarch commissions, and black-market basement labs — fight wars their employers will never acknowledge.
TWO GAMES AT EVERY TABLE
The Surface Game is water, energy, and territory. Six factions maneuver through proxy operations, resource control, and covert strikes across a planet reshaped by climate collapse.
The Deep Game is older. Sealed pre-Upheaval installations hold Lumicite — energy technology no current faction can replicate. Finding them requires archaeology, intelligence, and operators built to navigate collapsed infrastructure. Both games happen at the same table. Sometimes in the same firefight.
THE SIX FACTIONS
THE CHRONICLE
2066 is the operational now — the present tense of play. 2105 is the horizon: the year of the Quantum Heist, when the Null Collective and Cipher steal a prototype quantum computer from the UKE and a global manhunt begins. Everything published under Terra Conflictus lives inside that window.
THE MANIFESTO
Operator Tactics is not a game that generated a world. It is a world that generates games — and fiction, music, apparel, art, journalism, and mythology. The world was built from parts. The operators were built from parts. The images are built from parts. The community will build from parts. That is not an accident. That is the architecture.
The Upheaval was not a single event. It was a 40-year accumulation of climate collapse, resource wars, and institutional failure. The turning point came around 2042 with Superstorm Prometheus — the storm that proved the old systems could not hold.
An estimated 2 billion dead. Power transferred from nation-states to smaller, more brutal actors. Gene-forging emerged as coerced labor. The Document Wars erased clinical psychology, agricultural science, infrastructure engineering, and linguistics from accessible archives.
KEY DATES
| Year | Event |

| 2066 | The Operational Now. Present tense of all Operator Tactics play. Six factions. Active proxy wars. The deep game intensifying. |
| 2091 | The Siege at the GSOTC. Dormant pre-Upheaval AI briefly activated for eleven seconds. |
| 2105 | The Quantum Heist. Null Collective and Cipher steal a prototype quantum computer from the UKE. Global manhunt begins. The chronicle ends. |
THE CASE FOR AND AGAINST
The Case For: Technological leaps, collapse of entrenched systems, the Lumicite energy equation, and a patch economy and operator culture born from necessity.
The Case Against: An estimated 2 billion dead, power transferred to smaller and more brutal actors, gene-forging as coerced labor, and the Document Wars erasing irreplaceable knowledge.
The visual identity of Operator Tactics follows from the world itself. Everything was made by hand. Everything carries the mark of its making. The production method is not a workaround — it is the philosophy.
The aesthetic has a name: Hard-Tech Analog.
Not grunge for grunge's sake. Not lo-fi as an affectation. A specific sensibility: technology that has been lived in, repaired, modified, and repurposed by people whose lives depend on it working. Materiality that is legible. Light that is physical. Texture that was not programmed.
THE THREE PRODUCTION LAYERS
1. 28mm Models as Suit Actors
The Tokusatsu framework (Godzilla, Ultraman, Kamen Rider) is the reference point. In Tokusatsu, the suit design is shaped by the human body inside it — the proportions are slightly off, the weight distribution is slightly wrong, and that wrongness is what makes it feel real. 28mm miniatures work the same way.
2. Photography — The Rembrandt Layer
Rembrandt lighting — high-contrast single-source or hard two-source — catches the physical edges of a model in a way that a render approximates but cannot replicate. Multi-planar layering through physical glass panels creates depth of field that is physically analog because it is analog.
3. Post-Production — The Bakshi Layer
Bakshi's rotoscoping (Wizards, The Lord of the Rings) sits in the uncanny valley between real human performance and hand-drawn nightmare. Hand-drawn ink lines reinforce the edges that the Rembrandt lighting already found. Jitter and imprecision are features — the analog fingerprint.
THE MOAT
The Physical Fingerprint: Every kitbash decision is a creative choice made in real space. These choices accumulate into a visual vocabulary unique to the person who made them.
The Happy Accident: Macro-photography captures light diffraction, dust, glue seepage. These are evidence, not errors.
The Lore Loop: Because the Kitbash Doctrine is already in the canon, the production method is a lore argument. The world was assembled from parts. The images were assembled from parts. The consistency runs all the way through.
TONE
OT visual identity lives in a specific register: serious about its world, not solemn about itself. The world is dangerous and textured and has real weight. But the joy of making is present in the work. This is not a grimdark property. It is a world that was built by people who loved building it.
Six military superpowers carved the post-Upheaval world. Below them: the ACU, NZS, pirate lord maritime councils, the Brotherhood of Shadows, Document Restoration networks, Template Cults, and green-zone communities. None are heroes. None are villains. All are complicated.
The factions hold territory through military presence, resource control, and provision of essential services — not governance. They compete through gene-forged operators in proxy conflicts nobody will admit are happening.
OPPOSITION FORCES
| Entity | Description |
|---|---|
| Heralds of the Storm | Doomsday cult in the IPFZ. Believe radiation is transformation, not contamination. |
| Sons of the Serpent | Militant faction operating in contested zones. |
| Null Collective | Information terrorists. Will steal a quantum computer from the UKE in 2105. |
| Apex Predators | Gene-forged supremacists operating outside faction control. |
| The Menagerie | Underground gene-forged network, possibly connected to Void Walker operations. |
| Shadowhand Syndicate | Criminal enterprise. Baroness Volstok controls three unopened pre-Upheaval installations. |
| Prometheus League | Stole tech from factions and redistributed it. Robin Hood with a data chip. |
Primary City: Arcadia (eco-city)
Key Resource: AI infrastructure, drone networks, data control
Gene-Forged Status: Contractor status. Can own property, cannot vote. Active litigation ongoing.
Visual Language: Precision engineering with visible decay underneath. Smart-surface finish covers older infrastructure. Modular attachment points. Drone mounts. AI targeting visors. Build the clean surface and then show what's behind it.
The NAF represents technological control — AI-curated feeds, location tracking every 6 minutes, smart filters that crack in the outer zones. The institutional flaw: understanding things rather than doing things with them. Tech-forward, drones before personnel, intelligence-first, plans well for known conditions and poorly for unexpected ones.
Daily Life in NAF Territory
Climate-controlled pod. Access card logs location every 6 minutes. AI-curated entertainment feed featuring TERRAFORM (the state drama about climate engineers — technically sophisticated, dramatically inert). Dead Channel Radio runs underground — the cleanest information-adjacent broadcast in NAF territory.
Special Forces
Aurora Guard — NAF elite enforcement. Drone-integrated combat doctrine.
Build Language
NAF gear: The smart-surface finish covers older infrastructure. Modular attachment points. Drone mounts. AI targeting visors as kitbash elements. The gear is always one generation ahead of what it should be, which means the previous generation is still in there.
Primary City: Amazonian Metroplex (400 miles of living bio-engineered architecture)
Key Resource: Biological engineering, agricultural control, entertainment culture
Gene-Forged Status: Rights specified by contract. Paradoxically, some of the best contracts in TC2066.
Visual Language: Root-mass growing into gear seams. Layered jungle camo from environmental materials. Anti-spore patches. Gear that looks like it grew as much as it was assembled.
The SCA runs on cartel economics and bio-engineering. The richest living entertainment tradition on Earth — the "cartel sound" is what NAF pods actually play when the feed is off. Decentralized culture, layered percussion, complex vocal music. Gene-forged grown from the jungle itself.
Daily Life in SCA Territory
Jefe tribute arrangement. Community knowledge of surveillance houses. The entertainment is the best on the planet — decentralized, vibrant, alive. SCA-origin sound is the dominant popular music globally.
Primary City: Flooded London (three meters underwater)
Key Resource: Heavy industry, mineral extraction, military force projection
Gene-Forged Status: Enhanced equipment. No legal personhood. Can technically be sold.
Visual Language: Battle damage field-welded, reinforced, extended. Heavy industrial plating. Stamped insignia. Nothing is thrown away — the history of the gear is visible on the surface.
Heavy, armored, PMC attached to state military, resource-logic. Willing to destroy what they can't immediately use. Predictable — not ideological, just paid. Company housing, company food, company store. Technically free to leave. 200km to the next habitable zone.
Special Forces
Tempest Riders — Mechanized armored units. Heavy seismic signature felt before heard.
Royal Phantom Corps — Stealth-precision, intelligence-first. Brotherhood flavor.
Primary City: Saharan Oasis Megacity
Key Resource: Solar energy, desalination, theological legitimacy
Gene-Forged Status: Ongoing theological debate. Provisional status.
Visual Language: Desert patina and long-service wear. Layered clothing that accumulates rather than replaces. The patience is in the material.
Islamic governance giving internal legitimacy secular factions cannot replicate. The PCU is the faction with the deepest claim to continuity with pre-Upheaval governance structures — not because the theology is right, but because it provides a framework for social cohesion that pure power projection cannot.
Primary City: Neo-Tokyo
Key Resource: AI research, cybernetic integration, classified weapons programs
Visual Language: The boundary between biological and electronic is unclear. Neon circuit traces at joints, eyes, membrane edges. Technology integrated so deeply it is no longer clearly separate from the body.
The PRC runs Neo-Tokyo's AI-managed sub-levels. Project Amaterasu is their classified AI weapons program — and according to deep intelligence, the PRC exercises self-imposed restraint on its deployment. They could do more. They choose not to. That restraint is itself intelligence.
Primary Location: Nordics Arcology Network (Arctic city-states)
Key Resource: Closed-loop sustainability, information leverage, strategic patience
Visual Language: The discipline of cold-weather survival. Nothing decorative. Everything functional. Clean geometric lines, pristine surfaces, precise markings. The absence of visual noise is itself a statement.
The Nordics are leverage accumulators. They don't fight wars. They accumulate advantages — information, technology, alliances — and deploy them at the moment of maximum return. Their arcologies are the most technologically advanced habitable spaces on Earth, and they share almost nothing.
Primary Location: Unknown. Deep infrastructure. Possible Prometheus League connection.
Visual Language: No faction insignia. No identifying features. Equipment design language that does not match any documented program. Deliberate visual gaps — gear that should tell you something and refuses to.
Rogue scientists and unaligned operators. Possible connection to pre-Upheaval research programs. Their deep infrastructure network is documented but not understood. They don't fight for territory. They fight for something else. Nobody has confirmed what.

| UCR | United Central Republics. Cordoba Station — intelligence city. |
| SCSF | Pirate lord maritime council. |
| Brotherhood of Shadows | Pre-faction institution. Document preservation turned monopoly. The most organized restoration network. |
| GSOTC | Global Special Operations Training Commission. Neutral ground where Crackerjack happens. Every surface is a document. |
Penthouses are now ground floors. Streets are boat lanes. Cable systems are infrastructure — who controls cables controls movement. Acoustic properties make direction hard to read: a security feature locals exploit.
Key Districts
Waterloo Interchange — The relay point. Cayo Nkrumah and Kael Maro both covered the seizure and recovery here in January 2060.
The Drowned Tube — Submerged underground network, now used for covert transit.
Tower Quarter — Fortified EO administrative center.
Tide Roads — Surface waterways where tidal patterns dictate movement windows.
Canary Wharf Spires — Upper floors above the waterline. Station Grey (internal affairs operations).
Westminster Tower — Former government, now EO power center.
Hex Crawl Districts
Thirteen keyed hexes from Hampstead Heights to Crystal Palace Ridge. Water depth tiers: Shallow, Wading, Swimming, Submerged. Tidal cycle mechanics. Four factions present: Dredge Compact, NAF London Station, Tideline Authority, Black Reach.
Key Contacts
Petra Osei — Waterloo Relay manager. Tomás Verne — Tide road navigator. Lt. James Sinclair — EO garrison. Deshi — Prometheus League operative.
THE SCENE — FLOODED LONDON
The Waterloo Interchange is ground zero. Flooded London's Splice Punk scene grew directly out of estate culture — the rope-bridge neighborhoods that replaced the old council blocks read as estate blocks reinvented in flood-adapted timber and salvage aluminum, and the kids who move through them carry that DNA. UK drill and grime are the sonic substrate: not as nostalgia but as living grammar, mutated through three generations of post-Upheaval production rigs and NULLCAST Tide Window streams that broadcast from whatever elevated dry ground is available that week. The Waterloo Market functions simultaneously as Ura-Harajuku and Ridley Road Market — a pressure-cooker of secondhand kit, gene-forged fashion, and credentials that stopped meaning anything to anyone except the people wearing them.
Sound is currency at the Interchange. NULLCAST operators run Tide Window sets from barge platforms and rooftop rigs — short-range signal, neighborhood-specific playlists, ACOUSTIC WEIRD gear modded for the salt air. ROPE BRIDGE SESSIONS are informal sound clashes that happen in the covered market lanes: open to anyone with a rig and a credential to burn. GHOST KIT jackets are the status marker of choice, worn oversized and patched with DEAD STACK COLLECTIVE overlays, HELIX STANDARD gene-forged lineage tags, and HIGHWATER credentials — flood insurance documentation repurposed as wearable proof of survival. ROPE KIDS supplies the footwear. BURNER is the bootleg energy drink of choice, made in a dozen basement variants with hand-lettered label art.
The cultural protagonists are relay rats — couriers and signal runners who move through the rope-bridge network between dry platforms. They run VEKTORA lanyards loaded with dead credentials the way other operators run patch sets: layered identity artifacts, each one a small argument about who they were before the water came up. Gene-forged aesthetics cluster around NAF wolf and shepherd lineages for the physical bulk needed to move heavy loads across unstable terrain, and EO lynx builds for the balance and low-light navigation the rope-bridge network demands. NULLMARK signal hygiene is religion in the relay rat community. EO informants embedded in the courier networks are virtually indistinguishable from the culture they operate inside.
400 miles of bio-engineered architecture. The SCA's crown jewel — a city that grows. Verde Dynamics corporate headquarters, Emerald biotech programs, and an entertainment culture that dominates the planet.
Key Operation
Emerald Gambit — Covert infiltration of Verde Dynamics corporate HQ to secure the Emerald biotech serum. The SCA's biological IP is the most valuable commodity after water.
THE SCENE — AMAZONIAN METROPLEX
The Metroplex scene runs on baile funk and tecnobrega — not as throwback but as living infrastructure, three generations deep and mutated by post-Upheaval production culture into something that has no clean prior reference point. The bio-district markets are the Ura-Harajuku equivalent: SCA Verde Dynamics credentials worn as lapel decorations, GRIDSEED canopy access tags braided into hair or looped on VEKTORA lanyards, GHOST KIT pieces in moisture-wicking fabrics that actually handle the humidity. The river market aesthetic runs through everything — salvage, layering, nothing that can't survive getting wet.
NULLCAST runs floating signal rigs on the river tributaries, broadcasting into the vertical neighborhoods where the bio-architecture creates its own acoustic pockets. ACOUSTIC WEIRD gear is modified for the ambient moisture — sealed components, waterproof rigging, condensation management that becomes its own aesthetic. DEAD STACK COLLECTIVE credentialing is how you prove you've been here long enough to matter: Verde Dynamics biodiversity certificates, SCA settlement documentation, flood zone variance permits that no longer mean anything administratively but carry enormous social weight.
Gene-forged aesthetics in the Metroplex favor SCA jaguar and anaconda lineages — functional in the river-market environment, visible as status in the bio-district social hierarchy. HELIX STANDARD lineage documentation is worn openly. The OPEN SURFACE COLLECTIVE runs pop-up installation spaces in the market undercroft. MARK HAND STUDIO does custom credential art, turning dead permits and expired access passes into wearable pieces that function as both biography and flex.
AI-managed sub-levels, classified research programs, and the cybernetic integration that defines PRC identity. Node 7 override keys, Null Collective pressure, and surveillance AIs that learn.
Key Operations
Phoenix Down — Direct action/HVT extraction. General Phoenix, PRC defector, carries intelligence on Project Amaterasu AI weapons program.
Dead Drop — Neo-Tokyo extraction scenario. Veris Ando, Node 7 override key, Null Collective interference.
THE SCENE — NEO-TOKYO
Neo-Tokyo's Splice Punk runs directly through Harajuku lineage — three generations mutated by post-Upheaval production culture, PRC surveillance pressure, and the specific energy of a city where the AI sub-levels mean surface expression carries more weight because the system is always watching underneath. The Akihabara undercroft and the Shibuya scatter zones are the primary stages: dense, layered, credential-heavy, moving at a pace the surveillance AIs have to work to parse. GHOST KIT pieces in technical fabrics. ROPE KIDS footwear modified for the sub-level access hatches. DEAD STACK COLLECTIVE overlays on everything.
NULLCAST signal rigs run short-range broadcasts through the AI-managed sub-levels using ACOUSTIC WEIRD gear modded to exploit the acoustic dead zones the surveillance system doesn't fully cover. Node 7 override credentials — the deactivated access passes from the last Null Collective pressure campaign — are the highest-status dead credential in circulation: proof you were in the room when something happened. VEKTORA lanyards carry them. HELIX STANDARD lineage tags identify PRC gene-forged operators by lineage in a city where lineage is administrative identity.
Gene-forged aesthetics favor PRC crane and carp lineages for the sub-level navigation culture, and Null Collective-adjacent builds that sit outside the PRC lineage registry entirely. Wearing an unregistered lineage tag in Neo-Tokyo is a political statement. The OPEN SURFACE COLLECTIVE runs installation spaces in the sub-level access corridors. GRIDSEED canopy credentials have crossover cachet from the Metroplex scene. NULLMARK signal hygiene is essential — the surveillance AIs learn, and clean signatures are the difference between operational and burned.
NAF eco-city. Cedar Row treeline movements, mycorrhizal infiltration networks, VERDANT surveillance blind spots. The clean face of NAF control — and what grows underneath it.
Key Contacts
Helen Okoro, Maren Lindberg, Kaya Whitfield, Alicia Fonseca, Marta Johansson, Pavel Kovic, Tomas Reyes.
THE SCENE — ARCADIA
Arcadia's Splice Punk is built on friction. The Pacific Northwest underground — DIY venue culture, zine distribution networks, maker-space aesthetics — runs directly underneath the NAF eco-city surface, and the tension between the clean green architecture above and the salvage-and-signal culture below is the scene's entire engine. GHOST KIT pieces in recycled technical fabrics. ROPE KIDS footwear in earth tones. Everything functional, nothing decorative — and the refusal of decoration is itself the decoration.
NULLCAST operates from converted maker-spaces and repurposed NAF community centers, running signal through the canopy infrastructure that was designed for environmental monitoring. ACOUSTIC WEIRD gear is standard in the DIY venue circuit: analog components, hand-built rigs, nothing that requires a NAF network connection to function. GRIDSEED canopy credentials are the primary dead credential currency — deactivated access passes from the NAF environmental monitoring network, worn as proof of proximity to the infrastructure that runs the city.
Gene-forged aesthetics in Arcadia cluster around NAF wolf and bear lineages — the functional outdoor builds that the eco-city's design philosophy was built around, repurposed as cultural identity by the underground scene that exists in tension with that philosophy. DEAD STACK COLLECTIVE overlays on NAF environmental permits. HELIX STANDARD lineage documentation worn openly against the NAF preference for lineage discretion. The OPEN SURFACE COLLECTIVE runs the primary installation circuit. NULLMARK signal hygiene is political here — running clean in a city built on environmental surveillance is a statement about who you trust with your location data.
The most technologically advanced habitable spaces on Earth. Closed-loop systems, zero-waste, precision engineering. The Nordics share almost nothing. What they don't share is itself intelligence.
Key Operation
Glass Tower — Hostage rescue in a Nordics Arcology. Major Selene Park held by Burning Sword (PCU splinter cell). TORCH HVT with a dead man's switch bluff. AEGIS AI controls building security.
THE SCENE — NORDICS ARCOLOGY NETWORK
The Nordics scene is built on contrast. The arcology aesthetic is functional minimalism — clean geometric lines, nothing decorative, the absence of visual noise as ideology. The Splice Punk scene that grows underneath it takes that minimalism and makes it argue with itself: GHOST KIT pieces in the same technical fabrics the arcology infrastructure uses, but worn wrong, layered wrong, carrying dead credentials that the clean system wants you to forget. The friction between the surface and what's underneath it is the scene.
NULLCAST runs signal through the arcology's environmental monitoring infrastructure — the same closed-loop systems the Nordic Collective uses for city management, exploited for short-range broadcast by operators who know the dead zones. ACOUSTIC WEIRD gear is built for the Arctic environment: sealed against cold, modular, nothing that fails at minus thirty. HELIX STANDARD documentation is the primary credential currency — gene-forged lineage papers from the arcology's own integration programs, now expired, now decorative, now the most politically loaded thing you can wear on a lanyard.
Gene-forged aesthetics favor Nordic wolf and arctic fox lineages — the functional cold-weather builds that the arcology system was designed around, worn by the underground scene as a reminder that the system built these bodies for its own purposes. DEAD STACK COLLECTIVE overlays on arcology access permits. VEKTORA lanyards carrying deactivated Nordic Collective infrastructure credentials. NULLMARK signal hygiene at the highest level in the world: the arcology surveillance network is the most sophisticated in any city, and running clean here is a technical achievement as much as a cultural one.
Powered by solar arrays and desalination plants. The PCU's theological governance provides social cohesion that pure power projection cannot replicate. The desert patience is in the material.
Key Operation
Iron Sands — Hostage rescue at the PCU Palace Complex. 6-round hard clock. Nkrumah documented the Saharan caravans through Sand Gate, Kufra, Araouane, Taoudenni, and Tessalit.
Key Contacts
Amina ag Idoubaghane, Taleb ag Assaleh, Bilqis, Hassan el-Djin, Yasmin Khalifa, Sergeant Wali, Leila Bint Rashid.
THE SCENE — SAHARAN OASIS
The Saharan scene runs on Gulf underground culture — khaleeji influence filtered through post-Upheaval survival aesthetics, three generations of PCU territorial pressure, and the specific energy of a city where water is the primary political currency and fashion is one of the few things that doesn't cost water to perform. GHOST KIT pieces in heat-management fabrics. ROPE KIDS footwear engineered for the sand and the market tile simultaneously. DEAD STACK COLLECTIVE overlays on PCU water allocation permits that expired when the allocation system changed.
NULLCAST runs signal from the oasis market towers — short-range broadcast into the trading post network, playlist rotation that tracks the caravan arrival schedule. ACOUSTIC WEIRD gear is modified for the dust: sealed components, positive-pressure housings, condensation traps reversed for arid conditions. PCU water credentials are the dead credential of choice: allocation documents, distribution permits, water debt instruments that were discharged years ago but carry the weight of what they represent. Wearing a paid water debt on a VEKTORA lanyard is a specific kind of flex that only makes sense in the Saharan context.
Gene-forged aesthetics favor PCU camel and fennec lineages for the heat management and endurance the desert environment selects for, and SNF-adjacent builds that carry the caravan culture DNA. HELIX STANDARD documentation is worn with the allocation stamps visible. GRIDSEED solar credentials — access passes to the oasis network's solar infrastructure — have emerged as secondary status markers. The OPEN SURFACE COLLECTIVE runs installation spaces in the market undercroft. MARK HAND STUDIO does custom credential art from the oasis's administrative archive.
The Bosphorus Compact controls the strait and charges EO from the north and PCU from the south for passage — sustained for 18 years by reading both factions' communications through seabed cables beneath the crossing. A known deterrent can be costed. A costed deterrent can be overcome. One EO intelligence service is three operational steps from confirming the cable program.
Key Districts
Beyoglu — Compact intelligence hub. Every conversation is probably recorded. Karakoy — Harbor transit district, the commercial layer over Compact logistics. Nisantasi — Diplomatic quarter, where EO and PCU presence is visible and managed. Fatih — PCU-adjacent community, active Sons of the Serpent contact network. Bazaar Circuit — Black market, information brokerage, off-register transit. Bosphorus Waterfront — The cable node access point. The infrastructure everything else protects. Istanbul Underground — Pre-Upheaval tunnel network, now used for covert movement between districts.
Under-System
The Snow Leopard field unit the Compact sent to disrupt EO's intelligence assessment has gone dark in the Anatolian interior. A Heralds operative is in the city offering IPFZ radiation protocols in exchange for passage south. The Compact's cable intercept confirms PCU authorized the dam fracture. They have not told the Sons of the Serpent. The reason is not protection of the PCU.
Key Contacts
Snow Leopard Officer Elif Demir (Compact Intelligence, cable program), Arslan (Brotherhood of Shadows archive), Heralds Operative 'Sirocco', Void Walker 'TRANSIT'.
THE SCENE — ISTANBUL
Istanbul runs on Bosphorus crossroads energy — post-Soviet urban survival aesthetics meeting Gulf trade culture meeting the specific European-adjacent tension of a city that has always been the hinge between two worlds. The Splice Punk scene here is older than anywhere else: Istanbul's underground has been operating in the gap between official culture and actual life for long enough that it doesn't need to explain itself. GHOST KIT pieces in weathered technical fabric. ROPE KIDS footwear in dark colorways. Everything layered, nothing accidental.
NULLCAST signal rigs run from the Bosphorus waterfront and the Grand Bazaar undercroft, broadcasting into the neighborhood networks that predate the faction infrastructure. ACOUSTIC WEIRD gear is standard in the venue circuit, modified for the humidity differential between the water and the hilltop districts. EO administrative credentials are the primary dead credential currency — occupation permits, movement documentation, faction-issued residency papers that the locals wear as evidence of what they survived. DEAD STACK COLLECTIVE overlays on EO paperwork is the Istanbul-specific aesthetic.
Gene-forged aesthetics favor EO wolf and lynx lineages from the occupation-era integration programs, worn by operators who may or may not have faction affiliation but definitely have lineage documentation they've decided to make visible. HELIX STANDARD papers are layered with pre-faction Istanbul municipal documentation. VEKTORA lanyards carry the layered credential sets. NULLMARK signal hygiene is essential in a city with four overlapping faction surveillance networks. The OPEN SURFACE COLLECTIVE's Istanbul chapter runs out of a converted han in the bazaar district.
Port city on Lake Tanganyika. The ACU built its governance authority on one promise: the Great Lakes stay clean. That promise is structurally impossible if Lumicite extraction begins. At night the lake glows amber from 200 meters below. ACU says bioluminescent algae. Kalemie knows what algae looks like. The glow is something else.
Key Districts
Lakeside Compact — ACU administrative center, the governance face of the territory. Copper Quarter — EO-adjacent extraction logistics, Meridian East shell operations running here. Lakefire Shore — The civilian waterfront where the glow is most visible and least officially acknowledged. Warden Base 7 — Obsidian Wardens garrison, the enforcement layer. Mombasa Road — The overland route, supply chains and off-register movement. Deep Survey Zone — The restricted approach to the lakebed survey area. ACU permits required. Rarely issued.
Under-System
EO shell contractor Meridian East holds extraction contracts through sub-licensing ACU Legal cannot fully map, diverting 18% of copper and cobalt output off-manifest for four years. ACU auditors are six weeks from finding it. The Lumicite secret and the financial compromise are on separate timelines. They are converging.
Key Contacts
Commander Fatima Diarra (Obsidian Wardens), Kesho Mbeki (Meridian East logistics), Dr. Nneka Osei (ACU Water Quality Director), Jean-Baptiste Lumumba (ferry operator, Brotherhood contact), Casper van der Berg (Syndicate).
THE SCENE — KALEMIE
Kalemie runs on East African velocity — Nairobi's boomtown energy translated through the lake trade culture, three generations of post-Upheaval infrastructure building, and the specific aesthetic of a city that went from regional outpost to continental logistics hub faster than anyone planned for. The scene is young and moves fast. GHOST KIT pieces in bright technical fabrics that the older operators call impractical and the locals call correct. ROPE KIDS footwear in the market colorways. Everything moving, nothing static.
NULLCAST signal rigs run from the lake waterfront and the market tower rooftops, broadcasting into the transport hub networks that connect Kalemie to the surrounding territory. ACOUSTIC WEIRD gear is modified for the lake humidity — similar envelope to the Amazonian Metroplex modifications but with the specific acoustic properties of the lake basin factored in. GRIDSEED infrastructure credentials — access passes to the lake trade network's power distribution system — are the primary status credential: proof you're wired into the logistics infrastructure that runs the city.
Gene-forged aesthetics favor SCA and independent lineages built for the equatorial environment, lake navigation, and the physical demands of the transport hub culture. HELIX STANDARD documentation is layered with trade documentation from the lake network. DEAD STACK COLLECTIVE overlays on logistics permits and transport credentials. VEKTORA lanyards carrying deactivated port authority passes. The OPEN SURFACE COLLECTIVE runs the primary installation circuit out of the market undercroft. MARK HAND STUDIO does custom credential art from the lake trade archive.
Southern Compact capital, built on the aquifer complex that holds the last major intact freshwater reserve in the hemisphere. The Compact's own hydrologists revised the viability projection from 80 years to 40. Three Assembly members know. The renewal negotiation with SCA and NAF is built on the 80-year figure. The Itaipú agreement expires in 2069.
Key Districts
Highland Assembly Quarter — The Compact's governance center, where three people know something the rest of the government does not. Estuary District — Port and transit, where SCA and NAF commercial presence is most visible. Building Front — Informal political district, where the aquifer truth would land hardest. Itaipú Liaison Offices — Joint management infrastructure, the physical site of the ticking clock. Porteno Market — Commerce and information trade. Interior Gate — The access point to the deep Patagonian interior where the Prometheus League has operated for eight years.
Under-System
SCA Engineer Luciana Santos has been providing the Compact with northern intake data under the table for three years because she believes joint management is the best available option and both sides' unilateral plans would destroy it. The Prometheus League's interior operations are eight years old and the Compact has never fully mapped what they're doing there.
Key Contacts
Assembly Delegate Marisol Gutiérrez (knows the 40-year projection), Assembly Chair Diego Esperanza (paralyzed by the same knowledge), Dr. Valentina Ríos (chief hydrologist), Prometheus League Coordinator 'Terra', Sable Rourke (CONFLICT Magazine, embedded).
THE SCENE — NEW BUENOS AIRES
New Buenos Aires runs on Argentine street culture — cumbia digital lineage, tango-adjacent movement culture adapted for post-Upheaval urban space, and the specific energy of a Southern Compact city that holds its position between SCA and NAF by being indispensable to both and owned by neither. The scene has a political edge that the other cities don't quite match: Buenos Aires has always known how to make culture do political work, and the Splice Punk iteration of that tradition is no different. GHOST KIT pieces in bold colorways. ROPE KIDS footwear. Everything loud enough to be a statement.
NULLCAST signal rigs run from the waterfront and the barrio rooftop networks, broadcasting into the neighborhood circuits that the faction infrastructure doesn't fully reach. ACOUSTIC WEIRD gear is the standard production rig for the cumbia digital circuit: analog-influenced, bass-heavy, built for the outdoor sound system culture that survived the Upheaval intact. Southern Compact water documentation — the aquifer access permits and water debt instruments from the Great Drought years — are the dead credential of choice: worn as proof of what the city held onto when it mattered.
Gene-forged aesthetics favor Southern Compact independent lineages and SCA-adjacent builds — the agricultural and environmental builds that the aquifer defense culture selected for, repurposed as street identity. HELIX STANDARD lineage tags worn with the Southern Compact stamps visible. DEAD STACK COLLECTIVE overlays on aquifer authority documentation. VEKTORA lanyards carrying deactivated water infrastructure credentials. NULLMARK signal hygiene runs at a high level for a non-arcology city: the faction surveillance overlap in a city that plays SCA and NAF against each other creates the operational pressure.
Built on the Bogor highlands above drowned Jakarta — eight meters underwater at high tide. 3.2 million residents in infrastructure engineered for 2.8 million. The city works. It will not continue to work at this growth rate without capital the PFZ does not have without monetizing the cable access agreement or the Arafura survey data. Both disclosures trigger crises. Old Jakarta's traffic light still cycles green-yellow-red at 0600. Nobody has explained the power source.
Key Maritime Nodes
New Batavia Harbor — PFZ administrative hub, Old City visible at low tide below, elevation migrant unrest in the outer districts when water gets rationed. Makassar Crossing — The physical chokepoint where PFZ cable sovereignty meets PRC data dependency. Six years of mutual surveillance across five kilometers of water. High Thirty — Scatter-born elevation community. No faction surveillance coverage. Gene-forged informal network relay point. The Shelf — Black market built over drowned Jakarta rooftops. Off-register everything. Arafura Deep — Shinkai Collective research zone, three-year survey, Lumicite shelf stable under extraction, secondary property undisclosed. Darwin Forward — NAF strategic base, the counterweight that changes PRC's operational calculus.
Under-System
Project Amaterasu's test window is 22 days out. The PFZ has an undisclosed cable access agreement suspending monitoring during it. One Council member negotiated it alone. The rest of the Council doesn't know. Corsair Lt. Soekarno's rotation ends in eleven days. Her replacement accommodates PRC interests. The maintenance diver has something from the seabed she hasn't explained.
Key Contacts
Councilor Laras Wibowo (cable access agreement, four days to a Council vote that formalizes it without disclosing it), Corsair (Ret.) Bagas Santoso (Stage 3 Drift, elevation migrant leader, 4,000 people waiting for water), Dr. Keiko Watanabe (Shinkai Collective, full Arafura survey data including undisclosed secondary property), Aurora Ranger Sgt. Maya Chen (Darwin Forward, has seen Amaterasu telemetry in the cable data), Void Walker 'CURRENT' (six months in-theater, wants the name of whoever authorized the cable node corrosion).
THE SCENE — NEW BATAVIA
New Batavia runs on Southeast Asian maritime culture — the port district hustle of a city that exists at the intersection of PFZ cable sovereignty, PRC data dependency, and NAF strategic interest, and knows that the intersection is where the money is. The scene is layered and pragmatic: Jakarta's cultural memory runs underneath the Bogor highlands infrastructure, audible in the music and visible in the credential sets people choose to wear. GHOST KIT pieces in the maritime colorways. ROPE KIDS footwear engineered for the elevation district tile and the harbor dock simultaneously.
NULLCAST runs signal from harbor platforms and High Thirty scatter-community rooftops — the elevation migrant networks that sit outside faction surveillance coverage are the primary broadcast infrastructure. ACOUSTIC WEIRD gear modified for the harbor humidity and the elevation differential: different acoustic properties at the harbor and on the highlands. PFZ cable access credentials are the dead credential of choice — deactivated port authority passes, cable node access documentation, maritime routing permits that the Council vote hasn't yet formalized. Wearing a cable access credential is a political position in New Batavia.
Gene-forged aesthetics favor PFZ Corsair-adjacent lineages and Scatter-born independent builds — the maritime navigation and elevation-adapted builds that the harbor and highland culture selects for. HELIX STANDARD documentation layered with PFZ maritime administrative papers. DEAD STACK COLLECTIVE overlays on port authority credentials. VEKTORA lanyards carrying deactivated cable node access passes. The OPEN SURFACE COLLECTIVE runs installation spaces in The Shelf — the black market built over drowned Jakarta rooftops. NULLMARK signal hygiene in a city with three overlapping faction surveillance networks is operational necessity first and aesthetic second.
Nuclear exchange zone. Irradiated, sealed, officially forbidden. The Heralds of the Storm built their settlement at Rubble Ring 5 and believe radiation is transformation, not contamination. Dosimeter boys. Water stations. Colonel Desai patrols the perimeter. Radiation as information is the Herald theological position.
Key Operation
Forbidden Ground — Recon mission. The Heralds, bioweapon intelligence, and the question of whether the sealed zone contains something worth more than the danger of entering it.
Key Contacts

EO labor compounds and extraction infrastructure stretching across the continental interior. Resource-logic applied at continental scale. The Steppes are where the EO's transactional nature is most visible — everything is calculated, nothing is ideological.
Retreating ice exposing pre-collapse archives. Base Meridian. A pre-war EO installation emerging from the melt. Three-faction standoff over what's inside. Deep-Ice tunnels. Classified archive partitions. The rare earth suppression is deliberate — Antarctica's resources are being kept off the market on purpose.
The sealed secret: pre-Upheaval climate data. The factions fight over what comes out of the ice. The real prize is what the data proves about why the ice melted in the first place.

In 2044, a routine ACU survey drone mapping the Tanganyika lakebed returned data nobody could explain. Lumicite — a deposit three times larger than any catalogued site, 200 meters below the most contested freshwater reserve in post-Upheaval Africa. ACU classified the survey. The classification held 19 months. Then three intelligence agencies found the same data independently.
The ACU built its governance authority on one promise: the Great Lakes stay clean. That promise is structurally impossible to keep if Lumicite extraction begins. ACU Command knows this. They have not told the lakeside communities. At night, Lake Tanganyika glows amber from the deep. Locals call it lakefire. ACU says bioluminescent algae.
Key Under-System
EO shell contractor Meridian East holds the Copperbelt extraction contracts through sub-licensing ACU Legal cannot fully map, diverting 18% of copper and cobalt output off-manifest for four years. ACU auditors are six weeks from finding it. The Lumicite secret and the financial compromise are on separate timelines. They are converging.

Sea rise rewrote the island map of Southeast Asia. By 2045 old coastlines were two to eight meters underwater, new islands emerged from drowned geography, 42 million people moved to elevation. The Pacific Free Zone built its maritime confederation in the new geography. The Crimson Corsairs — gene-forged Saltwater Crocodile, Sea Eagle, and Clouded Leopard operators — hold the transit lanes.
The undersea data cables routing PRC financial systems and Project Amaterasu telemetry run through Java Sea. The cable nodes sit on the seabed beneath PFZ-controlled water. Darwin Forward (NAF-aligned Australia) is the counterweight preventing the PRC from forcing the issue. The maintenance window is in 22 days. Amaterasu runs its test through that window. The PFZ has an undisclosed agreement that suspends monitoring during it.
Key Under-System
The Arafura Sea Lumicite shelf — surveyed by the Shinkai Collective under commercial cover. Stable under extraction. Large enough to solve New Batavia's infrastructure crisis permanently. Disclosing it ends PFZ sovereignty over the Scatter overnight. The Collective has been building toward being a party to any resolution for three years.
Key Contacts
Dr. Keiko Watanabe (Shinkai Collective), Corsair Lt. Rima Soekarno, Councilor Laras Wibowo (PFZ Maritime Council), Corsair (Ret.) Bagas Santoso (Stage 3 Drift, elevation migrant leader), Aurora Ranger Sgt. Maya Chen (Darwin Forward), Void Walker 'CURRENT'.
The world's last major intact freshwater reserve. When the Great Drought hit, the Patagonian aquifer complex came back as the one Southern Hemisphere system viable through the century. The Southern Compact — a coalition of city-states from the Rio de la Plata to Tierra del Fuego — holds it by being indispensable to both SCA and NAF simultaneously.
The SCA presses from the north: the Amazonian Metroplex's water inputs depend on the Paraná-Paraguay network. The NAF has positioned Santiago as its technical hub in the region. The Prometheus League has operated in the deep Patagonian interior for eight years. The Itaipú joint management agreement expires in 2069. The renewal negotiation is built on an 80-year aquifer viability figure. The Compact's own hydrologists revised that figure to 40 years. Three assembly members know. The rest of the government does not.
Key Under-System
The Itaipú Control Zone: Compact controls southern flow gates, SCA controls northern intake, neither can act unilaterally. Both have contingency plans for unilateral operation. The SCA lead engineer has been providing the Compact with northern intake data under the table for three years because she believes the joint management structure is the best available option and both sides' unilateral plans would destroy it.
Key Contacts
Assembly Delegate Marisol Gutiérrez (knows the 40-year projection), Assembly Chair Diego Esperanza (paralyzed by the same knowledge), Dr. Valentina Ríos (chief hydrologist who suspects the truth), SCA Engineer Luciana Santos, Elder Carmen Fuentes (interior communities), Prometheus League Coordinator 'Terra', Sable Rourke (CONFLICT Magazine, embedded).
EO drives south through the Caucasus. PCU drives north through Mesopotamia. Between them: Anatolia, Iran, Iraq, and the Central Asian corridor. Istanbul is the hinge — the Bosphorus Compact controls the crossing and charges both factions for passage, sustained by 18 years of reading their communications through seabed cables beneath the strait.
The Tigris-Euphrates headwaters are in eastern Anatolia. Sons of the Serpent have protected the highland watershed infrastructure for 11 years. A controlled fracture was introduced in the primary dam structure — PCU-authorized, reducing flow slowly, below the threshold triggering automatic emergency response. The Bosphorus Compact has the cable intercept confirming PCU authorization. They have not told the Sons of the Serpent. The reason is not protection of the PCU.
Key Under-System
One EO intelligence service is three operational steps from confirming the Compact's cable program. A known deterrent can be costed. A costed deterrent can be overcome. The Snow Leopard field unit the Compact sent to disrupt the assessment has gone dark in the Anatolian interior. Also in the Shatter Belt: a Heralds of the Storm operative with pre-dating intelligence on a Lumicite formation in the highland corridor, offering IPFZ radiation protocols in exchange for passage to Istanbul.
Key Contacts
Snow Leopard Officer Elif Demir (Compact Intelligence, cable program), Arslan (Brotherhood of Shadows archive, Istanbul), Sons Cell Leader 'Arash', Highland Engineer Rûken (watershed infrastructure lead), Heralds Operative 'Sirocco', Community Engineer Hassan al-Rashid (Mesopotamian black zone), Void Walker 'TRANSIT'.
Gene-forging produced soldiers, entertainers, status symbols, experiments, monsters, and everything in between. The factions document the programs they control. They do not document what escaped, what was sold, what was stolen, what mutated, or what was built in a basement by someone with a stolen gene-template.
ORIGIN CATEGORIES
Built to specification, built to a budget, built to a doctrine. Gear designed for the body type, insignia correctly placed, loadout appropriate to the mission. This is the baseline. Everything else is deviation.
Gene-forged built for entertainment, companionship, or status display, now pressed into military service. The gear does not fit the frame. It was added later. The chest rig sits slightly off-center. Visible mismatch is the signature.
One-of-a-kind silhouettes built for oligarchs and collectors. Wealth visible in the materials. The Snow Leopard's subtle silver inlay at joints. The Peacock's iridescent plumage. The Scarab's exoskeletal plating grown rather than manufactured. Built to command any composition they are in.
Asymmetric and wrong. Proportions off, coloring inconsistent, features bleeding between templates. The Fox-Jackal Hybrid's fur shifting from rust-red to sandy gray with no clean transition. Gear is scavenged. Nothing matches. Built in a basement by someone with a stolen template and a client who wanted something nobody had ever seen before.
Deep time made physical. Silhouettes older than anything else on the battlefield by sixty-five million years. The Cretaceous, walking and armed. Gear designed for something the program is still figuring out.
The most surrealist category. Original template recognizable but drifting — muzzle too long, proportions past spec, features expressing from sequences the gene-smiths thought were inert. Armor refitted multiple times to accommodate a body that keeps changing.
GENE-FORGED EXPERIENCE
The standard human world is calibrated for standard human senses. A bar in Flooded London is a different environment for a wolf-stock operator (threat environment) than for the bartender (social venue). Gene-forged operators outside faction control now exceed 50% of the total population.
LEGAL STATUS BY FACTION
| Faction | Status |
|---|---|
| NAF | Contractor status. Can own property. Cannot vote. Active litigation ongoing. |
| EO | Enhanced equipment. No legal personhood. Can technically be sold. |
| SCA | Rights specified by contract. Paradoxically, some of the best contracts in TC2066. |
| PCU | Ongoing theological debate. Provisional status. |
Template Drift is what happens when the gene-forged blueprint starts expressing sequences the original program compressed or suppressed. It is not malfunction. It is the program documenting its own limitations.
Drift Progression
Stage 1: Anger surfaces first — territorial response to a world calibrated for a different being.
Stage 1.5: Territory instinct sharpening. Sensory architecture becoming more available.
Stage 2: Social isolation. The predator template creating rational fear in standard humans.
Stage 3: Full surfacing. The Drift narrated from the inside is a gradual loosening of the compression — the predator sensory architecture becoming permanently available.
THE DRIFT (the underground fiction serial): A gene-forged operator in Stage 3, narrated from inside surfacing instincts. Unknown author. Crosses faction lines. The most intimate account of what Drift actually feels like.
Aberrant classifications are programs surprising themselves. The original template is recognizable but drifting — expressing from sequences the gene-smiths thought were inert. The Aberrant Bear's armor extended with field-welded additions is the EO aesthetic in pure form — a body that keeps changing, and gear that keeps adapting.
Aberrant Fauna
Aqua-Felis: Amphibious predators from big cat templates. Hunt both water and elevated walkways. Present in Flooded London and the False Signal underwater missions.
Feral Gene-Forged: Operators who have gone beyond Stage 3 Drift. Threat archetype in the Opposition Compendium.
Cryo-Varanus: Giant monitor lizards with antifreeze-like blood. Hibernate in ice. Arctic zones. Check equipment bays before reaching in.
Thermo-Canis: Reflective-fur wolves that hunt in the heat of day. Follow Syndicate vehicle tracks. Saharan territories.
Silent Strix: Sound-dampening feathered predators in ruins. Only indication of their presence: sudden absence of other sound.
This is not just game design philosophy. It is the IP's design brief. The world was built from parts. The gene-forged were assembled from templates that escaped, mutated, and recombined. The visual production method reflects that exactly — physical objects assembled from parts, carrying the marks of their construction. The method and the mythology are continuous.
Read through the source-file layer, kitbashing is also a behavioral model: incomplete fragments constrained until their tendencies become visible. A model assembled from parts is the tabletop version of the archive itself.
High-density energy substrate sealed in pre-Upheaval installations. No current faction can replicate the technology. Finding it requires archaeology, intelligence, and operators built to navigate collapsed infrastructure.
Physical Properties
- Faint thermal signature — too warm, too consistent
- Disrupts compass navigation at proximity
- Has been shaping surface geography for centuries
- Cold blue-white light that throws hard shadows and catches on surface edges
- Looks like it costs something to contain
- The potential is contained in the archive, not in the source itself
The Deep Intelligence
According to classified intelligence recovered by Nkrumah, Lumicite is a planetary attractor — across seven civilizations, Lumicite installations drew settlement the way iron filings gather around a magnet. The deep game is not about energy. It is about what Lumicite reveals about Earth's history and the civilizations that came before.
Visual Language
Not a clean sci-fi glow. Something physical: a cold blue-white light that throws hard shadows, that catches on the edges of surfaces, that looks like it costs something to contain. Shielded containers, data cores, installation equipment — all carry Lumicite's visual weight.
Gene-forged lynx. Journalist embedded with operator squads. Appears across multiple supplements as a recurring presence threading through the world. In the Weight of Staying solo campaign, Kael is the player character — a gene-forged operator protecting the settlement of Salter's Landing.
Drift Clock: Active. Managing Stage 1-2 progression. Drift Spike mechanic reflects moments when the predator template surfaces under stress.
Appearances: First Contact (Waterloo Relay), Weight of Staying (Salter's Landing), False Signal (as Cael Morne's world), cross-supplement character placements documented in the Transmedia Project.
Post-collapse travel writer. 19 years documenting the world after the Upheaval. His prose arc crosses seven cities and theaters, told through field reports and travel writing. Nkrumah is the IP's primary civilian voice — the perspective that sees the world from ground level, not through a tactical scope.
Method: "Not the overview — the Tuesday." Nkrumah documents what the water tastes like in each city, how people hold their bodies in occupied territory, what music plays when the surveillance feed is off.
Prose Locations: Flooded London, Arcadia, Saharan Approaches, Neo-Tokyo, IPFZ, Antarctic Peninsula, The High Ground (orbital), Lunar Industrial Complex, Cordoba Station, Red Earth (ACU), Pacific Free Zone, Free Arctic Alliance, New Zealand Sanctuary, UKE Europort.
Protagonist of the False Signal campaign module. Arrives in Gorodskie Ekho (The Echo), a flooded city with sound-bounce properties, investigating a dead drop on a frequency his dead father used. Finds a dying operative named Vesna who delivers three clues before dying.
Drift Spike Mechanic: Cael has an active Drift Spike that triggers under mission stress, reflecting gene-forged template surfacing.
Arc: Three missions — Burn Notice, The Null Chorus, False Signal — leading to a choice between broadcast, preservation, or violence.

Cael Morne in Gorodskie Ekho (The Echo) — a flooded city with sound-bounce properties. A dead father's frequency. A dying operative named Vesna. Three clues. Three missions leading to a choice between broadcast, preservation, or violence.
Mission 1: Burn Notice
Vesna is dying. The Pale Roster is sweeping the district. Consortium Halcyon's passive tap is running. Three clocks, five leverage points, four sectors. Extract what Vesna knows before she's gone.
Mission 2: The Null Chorus
Submerged lower city dive to a pre-Upheaval exchange terminal. CHORUS_ZERO and CHORUS_ONE data cores. Aqua-Felis in the water. The revelation: the tap predates the NAF and the entire faction structure.
Mission 3: False Signal
Three independent paths: Path A — Broadcast the Null Chorus to the world. Path B — Deliver to the Brotherhood summit for preservation. Path C — Surgical strike on the Pale Roster. Each with D6 climax variables.
Consortium Halcyon
Private intelligence firm. Structure: Seat / Acquisition Teams / Brokers / Keepers. They don't want the data destroyed. They want it managed. The Halcyon Problem: they are the only faction that understands what the data means, and they have no incentive to share that understanding.
| Operation | Location | Situation |
|---|---|---|
| Dead Drop | Neo-Tokyo | Extraction. Veris Ando, Node 7 override key, Null Collective pressure, AI surveillance clock. |
| Glass Tower | Nordics Arcology | Hostage rescue. Major Selene Park. Burning Sword (PCU splinter cell). TORCH HVT. AEGIS AI building security. |

Entertainment Culture
NAF: AI-curated feeds. "The tell" for non-AI content is traded as a contraband luxury.
SCA: Decentralized, vibrant, the richest living entertainment tradition. The "cartel sound" is what NAF pods actually play when the feed is off.
EO: Oligarch-commissioned propaganda. The audience has learned to decode against the grain.
Gene-forged composers: Building music for Drift-created frequency perceptions that standard humans cannot fully hear.
Core Idioms
- "The clock doesn't care." — Time pressure is not negotiable.
- "Water finds its level." — Power settles where it settles.
- "Everybody's a baseline in the dark." — Gene-forged advantage disappears without visibility.
- "Don't count your extraction before you're out." — Nothing is done until it's done.

What Died
Commercial aviation. Consumer retail. Mass media entertainment corporations. Insurance. Mass agriculture.
What Was Born
Water security engineers (universal functional immunity across faction lines). Lumicite extraction specialists. PMC culture as social mobility pathway. Drift management and gene-forged welfare workers. Environmental documentation.
Generational Perspectives
Prometheus Generation (born 1990–2030): Specific, non-romantic nostalgia. Occupy faction leadership tier. Increasingly outnumbered.
Rebuild Kids (born 2030–2050): Survival fluency. Exhausted by grief. Pragmatic. Best at operating in fractured systems. Bulk of the operator class.
Born-After (born post-2050): Factions are the weather. Flooded zones are geography. Patch economy is just how clothing works. Impatient with older generations' grief.
Law and Order
No trans-faction legal system. Crime equals resource theft. The black market is the primary market in contested zones. Most profitable criminal enterprise: information.
Gene-forged and standard human separate divisions. Operators who die on camera become tactical reference points indefinitely. The GSOTC (Global Special Operations Training Commission) is neutral ground where Crackerjack happens. Every surface in the building is a document — thirty years of scratched callsigns, sanded and re-scratched.
The Crackerjack Almanac (unofficial, unauthorized) is more reliable than any faction-published record. The tenth edition contains a statistical anomaly: two operators from different factions, competing twelve years apart, show identical performance signatures across seven measured categories.
Splice Punk is not a style. It is a set of arguments made through clothes, signal, and the bodies that carry them. The arguments are: that identity is assembled, not assigned; that the system's paperwork outlives the system's authority; that the gene-forged body is a canvas that belongs to the operator, not the faction that commissioned the lineage; that broadcast is political; that what you wear is a position.
THE FIVE ELEMENTS
Dead Credentials
Faction access passes, administrative permits, water allocation documents, gene-forged lineage papers, movement authorizations — all expired, all deactivated, all worn. Layered on VEKTORA lanyards, patched onto GHOST KIT jackets with DEAD STACK COLLECTIVE overlays, braided into hair, silk-screened onto BARE KIT basics. The credential reads as biography: where you were, what faction's system you moved through, what you survived the lapsing of. The aesthetic logic is that official documentation carries more emotional weight when it no longer carries administrative weight.
The Gene-Forged Body as Canvas
HELIX STANDARD lineage documentation worn openly. Species-adjacent physical modifications styled rather than concealed. NAF wolf builds wearing GHOST KIT fur-trim. EO lynx builds in ROPE KIDS footwear engineered for the balance point their gene architecture creates. The body the faction commissioned, the clothes the operator chose: the gap between those two things is where the aesthetic lives.
Signal Culture
NULLCAST Tide Window sets, ROPE BRIDGE SESSIONS, market-lane sound clashes. ACOUSTIC WEIRD gear modded for every environment from Arctic arcologies to flood-zone relay points. Short-range broadcast, neighborhood-specific playlists, signal that doesn't leave the block. The music is UK drill and grime in Flooded London, baile funk in the Amazonian Metroplex, cumbia digital in New Buenos Aires, khaleeji underground in the Saharan Oasis, Harajuku-lineage production in Neo-Tokyo. The common thread is that all of it was made by people the system was not designed for.
Salvage Fashion
GHOST KIT as the primary silhouette. ROPE KIDS as the footwear standard. BARE KIT basics as the base layer. Everything modified, patched, overlaid. MARK HAND STUDIO does custom credential art. The OPEN SURFACE COLLECTIVE runs the installation circuit where the fashion and the signal culture meet. Nothing is disposable. Everything carries the mark of its modification history.
NULLMARK Signal Hygiene
The fifth element is the one you can't see: clean signatures, no unnecessary broadcast, move fast and leave nothing traceable. NULLMARK signal hygiene is religion in the relay rat community and the courier networks that carry the culture between cities. Running clean is not just operational practice — it is aesthetic position. The absence of signal is its own kind of statement in a world where every faction's surveillance network is trying to read you.
THE WATERLOO INTERCHANGE
The primary stage. The Waterloo Market in Flooded London is the Splice Punk scene's center of gravity — simultaneously Ura-Harajuku and Ridley Road Market, a pressure-cooker of secondhand kit, gene-forged fashion, and credentials that stopped meaning anything to anyone except the people wearing them. Every other city's scene has its equivalent, but the Interchange is where the aesthetic was first named.
BRAND BIBLE
The commercial infrastructure of the scene: GHOST KIT (primary outerwear), ROPE KIDS (footwear), DEAD STACK COLLECTIVE (credential overlay art), ACOUSTIC WEIRD (production gear), NULLCAST (broadcast infrastructure), VEKTORA (lanyard and carry systems), HELIX STANDARD (gene-forged lineage documentation), GRIDSEED (infrastructure credentials), NULLMARK (signal hygiene systems), BARE KIT (base layer basics), MARK HAND STUDIO (credential art commissions), OPEN SURFACE COLLECTIVE (installation spaces), BURNER (bootleg energy drink, dozen regional variants), FLOOD CHANNEL (documentation and archive), RELAY HOUSE (courier infrastructure and culture).

| Burnout Exposé | The heist economy. Underground operations and the operators who run them. |
| Four Billion Witnesses | A dead driver's chair. Mass broadcast. The audience as participant. |
The in-universe publication. It exists inside Terra Conflictus as a real object — something operators, fixers, and faction handlers might actually read. The editorial voice is in-world journalism. Written as if the world is already happening.
Issue 7 — Heist Season 2060
Focused on the heist economy, underground operations, and the cultural mechanics of theft in a post-Upheaval world.
Issue 9 — The History Issue
The definitive issue on memory, heritage, and who owns the past. Covers the Heritage Combat Museum in Neo-Toronto, Crackerjack legends, the Siege Tape controversy, heritage authentication industry, and a back-page essay on keeping: the question of who holds history and at what cost.
Features include: operator fashion analysis, gear reviews, obituaries for concepts that aren't dead yet (The Unofficial History, The Regimental Dinner, The Veteran's Discount, Field Repair), classifieds from across the operational world, and The Keeping Project — an independent oral history initiative.
Operator Tactics is not a game that generated a world. It is a world that generates games — and fiction, music, apparel, art, journalism, and mythology.
THE TWO-TIER NAMING RULE
1. Is this primarily a game system? If yes: Operator Tactics [Format].
2. Does it have its own name with gravity? If yes: standalone name. No prefix.

THE REFERENCE LANDSCAPE
The gene-forged origin system, the faction structure, the Kitbash Doctrine — this is a ready-made participation engine that comparable brands took decades to develop. The critical distinction: OT has a central creative voice that can also get out of the way. Auteur at the center, distributed creation at the edges.
