The Maintenance Belt. Sub-2, the service quarter: ghost neighborhoods, forty thousand unregistered residents, the Ghosted's territory, and one water recycling loop that the whole political argument runs through. The loop is held together by the people who drink from it; its maintenance contract is held open by someone who is not maintaining it. When the loop fails, Civil Authority arrives with water trucks and registration teams at the same time, and the algorithm decides which of the forty thousand are efficiencies.
