The ECHO program was formally dissolved in 2029. Three decades of substrate research records were classified and redistributed to successor agencies; Lumenfeld's archive partially survived. The Document Wars, already a year old, would burn much of what the redistribution scattered. BAFO inherited the observational mandate informally from 2042 and formally in 2058 (CL-011).
