The uppermost levels of Gorodskie Ekho have clean air, filtered water, and a Syndicate presence that has become indistinguishable from governance. The Dry's population pays for its altitude — in money, in loyalty, and in access to the Spire's research programs.
The Syndicate's consolidation of posthuman research in the Spire makes The Dry the most surveilled environment in EO territory. Everyone up here is either an asset or a risk. The Syndicate is still deciding which category applies to some of them.
