Sigrún Vale holds the two facts that would reprice the Array overnight: that TIDEMARK has hidden a cooling deficit since 2061, and that the same maintenance rotation keeping the factions' clusters cold also keeps Cluster Zero running — because she inherited that rotation too, and has never let it lapse.
Every power on the ridge assumes she is theirs, or buyable, or beside the point. None of them holds the logs, and she has not offered them. She wants the Array to survive the current shift, which takes a coordinated drawdown no faction will agree to while each believes the others are bluffing. She fears that whoever she tells first will treat the deficit as a weapon instead of a warning — and that she is right that they would.
