The old capital rebuilt as a fortified node in the NCB defensive network. Pyongyang Citadel is not the cultural or industrial center its predecessor was — the NCB uses it primarily as military infrastructure, a hardened position managing the northern approach corridor where EO and NCB interests have collided three times since 2055.
Gene-forged PMC units are stationed here year-round. The civilian population is functional and managed. The city exists to ensure the border is not where the NCB stops.
