The Pacific was always contested. After the Upheaval reshaped Pacific Rim coastlines and dissolved several maritime governance frameworks, the NCB moved to fill the vacuum — autonomous naval platforms, AI-managed patrol routes, strategic positioning across the Micronesian chain.
The IPFZ declaration in 2069 was the first successful challenge to NCB Pacific dominance. The city-states coordinated a naval mine network and cyber posture that made direct NCB action prohibitively expensive. The Pacific Free Zone Command exists now primarily to maintain pressure on that arrangement.
