Three of six node clusters running at 73% capacity due to seabed ecosystem growth. PFZ maintenance team pulled for 'security concerns' six months ago. PRC SIGINT detected the degradation. They have not told the PFZ.

Project Amaterasu's operational deployment requires clean telemetry through this infrastructure. The 22-day maintenance window — during which PFZ monitoring is suspended per an undisclosed bilateral agreement — is when the PRC runs its test.
