Field record

The city didn't flood — it adapted. When the Volga corridor's water table shifted permanently, Gorodskie Ekho rebuilt upward and inward, sealing the lower forty feet into The Soak and restructuring everything above into tiered zones. Twelve million registered. Four million more in the flooded base levels who officially don't exist.

The EO administers the upper and middle registers. The Syndicate controls The Dry. The Soak administers itself, poorly, with violence. The cable systems connecting it all are maintained by Kasim Adler's network, which reports to nobody.
