Buckton files this the way he files everything, through a cutout, with the air of a man explaining the tide to people who are already wet. I ran it because it is the rare service piece that will be read with equal attention in the flats that go dark and the flats that never do, for opposite reasons. Fill the bath. Do not write to tell me you were not warned.

There is a sheet of paper on the wall of the Camberwell Rise borough office, behind glass, lit by the one bulb the office is still permitted to keep, and it is the most accomplished work of fiction the United Kingdom of England currently produces. It is the load-shed rota. It tells you, in the calm administrative grey of a body that believes itself blameless, exactly when the power will leave your block and exactly when it will come back. People copy it down. People arrange births and dialysis and the slow charging of a dead man's old insulin pump around it. The rota is observed by everyone in the Rise except the grid, which has never once read it.

I will give you the manual, because the alternative is that you learn it the way the Rise learns everything, at two in the morning with the cistern pump dying. Understand first what you are actually managing. You are not waiting out an interruption. The interruption is the service. What was once a grid that delivered power, and apologised when it failed to, has become a grid that delivers a schedule and invoices you for the apology. The clerk who keeps the rota, a courteous man named Edric Hobbe, understands this better than the body he works for, and keeps the rota anyway, beautifully, the way a sexton tends a clock in a flooded church.

So. First instruction, the one the brownout protocols and I agree on without reservation. Secure water before light. When your block drops off-peak the lift pumps that hold pressure in the upper flats go with it, and pressure, unlike a bulb, does not return the instant the current does. Fill every vessel you own inside the announced window, before the window, because the window is decorative. A bath of standing water has carried more of the Rise through a long dark than any torch ever has.

THE INTERRUPTION
IS THE SERVICE.

Second. Learn to read the rota for the document it actually is. Hobbe posts it in good faith and it is a forgery in spite of him, because the numbers arrive from the regional allocation body already cooked. The block that never goes dark, the one with the leaseholders and the private clinic, sits on the same rota as yours and observes it about as faithfully as a saint's day. The hours the rota promises you are the hours left over once the people who wrote it have taken theirs. Read the timings, then add an hour to every restoration and take one off every supply. You will be wrong less often than the paper is.

Third, and here the Rise stops being a victim and becomes interesting. Some flats never go fully dark. A single socket holds. A chest freezer hums on through a shed that has taken the rest of the stair. That is a phantom load, current pulled off the grid by a line nobody authorised and the grid report cannot see, and it is the nearest thing to citizenship the off-peak districts have left. It is also a confession. A phantom load running a freezer is keeping food. A phantom load running a cooling jacket through the night is keeping a clinic, or keeping someone alive who was sold a stability window they cannot afford to lose.

Fourth. If you mean to hold a load of your own, you will be sent, eventually, to the woman the Rise calls the meter-witch. Her name is Doreen Flett and she was a relay rat for thirty years before her knees retired her to the dry trade of reading dead infrastructure. She walks the ghost grid, the cabling that shows on every map and officially carries nothing, and she knows which dead lines are merely sleeping. She will tap you onto one for a price that is never money. Pay it. A tap Flett sets does not announce itself. A tap you set yourself announces itself in the dark, to everyone, on the night the rest of the block needed that line to stay quiet.

Fifth, and last as instruction. Watch for the night the schedule itself stops mattering, because that night is coming and the rota will be the last to admit it. When the restorations come later and later and the off-peak windows breed into one another, you are no longer in a load-shed. You are at the front edge of a cascade, where the pumps wait on power and the power waits on cooling and the cooling waited on the pumps, and the circle has come apart somewhere upstream of anyone you can reach to shout at. The Rise keeps a saying for the hour the rota dies and the dark turns general. Everybody's a baseline in the dark. They offer it as comfort. It is not.

I have given you the manual, which is more than the body that prints the rota has ever managed, and a good deal less than you are owed. CONFLICT will be read on the block that never goes dark exactly as it is read in the Rise, and to those readers this page is a curiosity about how the other tariff lives. To the rest of you it is a set of instructions for managing a theft you are not permitted to call one. Fill the bath. Trust Flett over the paper. And when Hobbe posts next month's rota behind its single faithful bulb, admire the penmanship. It is the only part of the service that still works.
