The moment where it stops reading like one is when she says "labor action," which is the kind of sentence you find under your coffee six hours after you put it down. There are twelve active manhunt files in NAF and UKE systems targeting individuals under the Void Walker designation. The oldest is nine years old. The newest opened fourteen months ago. None carry an expected resolution date, which is how a bureaucracy says the case is open and intends to stay that way.

The factions do not fund manhunts for nine years out of sentiment. A closing file means an interdiction, a capture, a controlled channel for whatever the target carries. An open file that stays open means the interdiction desk assessed the alternative and made a choice. The choice is not written down. The budget reflects it.

In the most precise economic terms available, the Void Walker phenomenon is a successful labor action. Not a defection. Defectors change employers. The faction system runs on proprietary capability moving upward through hierarchies in exchange for supply access and protection. The Void Walkers solved the supply problem independently and took their work with them when they left. The work is no longer on any market the factions run.

The clearest case study is a former NAF bioengineering researcher now catalogued under a Void Walker file. She rejected faction authority, disappeared into contested space, and re-emerged running a gene-forged modification program that sells to no specific buyer. Works on spec. Sells the product when satisfied. Her file describes her as three turns ahead of current faction capability. That file is nine years old. The quarterly budget for the desk that produced it has grown every year. This is NAF admitting, in money, that the situation will not resolve.

The secondary market is where the broader argument becomes visible. "Void spec" circulates in gene-forged procurement as a term for modifications that match no faction template on record. No official certification exists. Nobody sells one. What has emerged instead is a market for access: to the rumor that a particular clinic has, under conditions nobody discusses, encountered techniques associated with the network. The indirect cost of that chain is auditable. It is not small.

Walker country is the geographic form of the same argument. The term names remote, ungoverned terrain where the network supposedly operates. No agreed coordinates. No address the five tracking services share. But supplies reach the network somehow, and modifications described as Void spec require equipment, materials, a functioning program. You cannot run a generation-ahead research capability on nothing. Walker country is the answer to how you sustain operations outside the faction supply system. The answer is: they solved it. The factions have not solved the question of how they solved it.

There is also the record problem. At least one confirmed Void Walker node is acquiring pre-Upheaval archive materials through the historical black market. The broker moving those materials has confirmed that the buyer is not one of the five intelligence services tracking the network. The Void Walkers are not gathering the historical record for any faction's use. They are gathering it for their own purposes. In the war economy, information has value because it feeds the present conflict. What pre-Upheaval records are worth to a party that is not fighting the present conflict is a separate calculation.

The internal intelligence picture is less clean. One NCB cyber operative has been running an unauthorized project mapping Void Walker network infrastructure for two years. Unauthorized: it exists outside his sanctioned mandate, it has not been shut down, and someone with authority has therefore decided to let it continue. This is the NCB paying for intelligence they have resolved not to formally acquire. The total budget for unofficial Void Walker knowledge, across all five major tracking services, is a figure I have spent two months estimating from quarterly anomalies. My estimate is not small. I am also not publishing it here, because some admissions are still mine to make when I choose to make them.

Why did they leave? The question frames it wrong. The faction system is not something you exit by preference. You leave it the way you leave a supply chain: by building a replacement, or by no longer needing what it offered. The question is what price the system quoted that they would not pay. The answer is in the open manhunt files. It is in the Void spec premium. It is in the unauthorized mapping project and in the budget lines that admit something by growing. The factions spend money this way on people who are still somewhere, still working, still a generation ahead. The war economy has a line item for them. No name on the line.

Nobody is supposed to admit this exists. The twelve open manhunts are the admission.
